About Us

There is no legislation in Norway that directly regulates how fundraising should be conducted. Charity Monitoring Norway (Innsamlingskontrollen) ensures the quality of fundraising activities.

Charity Monitoring Norway was established in September 1991 and is a member of Charity Monitoring Worldwide. It ensures the quality of fundraising activities through a voluntary registration program for organizations that raise funds for charitable causes.

Approved Organizations
Organizations that voluntarily apply for approval by Charity Monitoring Norway are required to follow specific accounting rules and undergo an external audit. A minimum of 65% of funds (excluding public funding) must go toward the organization’s stated cause. The minimum proportion is calculated based on a maximum period of 3 years.

See the approved organizations here.

The Warning List (OBS List)
Charity Monitoring Norway has released a watch list of nonprofit organizations that have failed to comply with the regulator after concerns were raised about aspects of their work. The OBS list clearly distinguishes between dedicated nonprofits that have met their reporting requirements and those that have failed to do so. Doubts have been raised about these organizations—each of which allocates less than 50% of its income to its stated cause—after they failed to provide further information.

Each organization on the OBS list received several warnings that if they did not provide essential information, their names would be published in this manner. The continued lack of response or willingness to provide this information is interpreted as a refusal to comply with the key principle of transparency required of nonprofit organizations in order to maintain public confidence.

As a member of Transparency International Norway, Charity Monitoring Norway is committed to a zero-tolerance policy toward all forms of corruption and to working toward the implementation of values, a code of conduct, and anti-corruption programs that apply throughout the organization.
